Are China’s reforms causing any problems?

China’s reforms are usually greeted with acclaim, but these changes are causing problems for businesses. Last March the government set up a new Ministry of Commerce, a new banking supervision commission and a new commission to manage state-owned assets. Months later they were still assembling staff and defining missions.

Constantly changing regulations, bureaucracies and reporting relationships make business planning difficult. WTO changes will make this the norm.
